Thst said, it should help you with the biggest problem with skimming artex which is that the water in the skim can soften the artex and make it come away from the ceiling which usually happens just as you are trowling up.

You cant overboard artex on concrete ceilings as you would be putting up to a 150.kg of plaster amd plasterboard onto 2 mm of artex so if you dont want a broken neck 1 night you are best either plastering straight over (easy) or creating a false ceiling using wood or metal track.
